Larkin served three times as a Teachta Dála (TD) for the Labour Party in the Irish Free State. He was first elected to the Dáil Éireann at the 1923 general election for the Clare constituency. He was re-elected at the 1927 general election and at the 1932 general election. He did not contest the 1937 general election.
