Joe Clark made his political comeback in 1998. He had been out of office since 1984, when his government was defeated by the Progressive Conservatives under Brian Mulroney. Clark returned to the House of Commons in a 1997 by-election, and he was elected leader of the Progressive Conservative Party in 1998. He led the party to defeat in the 2000 federal election, and he retired from politics in 2003.
