Ter-Petrosyan had major disagreements with Vazgen Sargsyan and Robert Kocharyan, the leaders of the Defense Ministry and the Parliament, respectively. He was accused of cronyism and corruption. His opponents were also opposed to his policy of a peaceful settlement with Azerbaijan. As a result, Ter-Petrosyan was forced to resign on February 25, 1998.
