Bernardo de Velasco was the commander-in-chief of the Spanish forces that defeated Belgrano's troops in the battles of Paraguarí and Tacuarí in 1811. Belgrano was a general in the Argentine Army and a leading figure in the Argentine War of Independence. The battles of Paraguarí and Tacuarí were fought in what is now Paraguay. Velasco was a native of Paraguay and had a good understanding of the local terrain.
