Thomas F. Bayard was born in Wilmington, Delaware, in 1828. He was a lawyer and a politician who served as Secretary of the State under President Grover Cleveland from 1885 to 1889. He was also a United States Senator from Delaware from 1869 to 1885. Bayard was a member of the Democratic Party and was known for his support of civil rights and his opposition to slavery.
