The Taoiseach is the head of government in the Republic of Ireland, and is responsible for appointing members of the Seanad Éireann, the upper house of the Irish parliament. In 1973, the Taoiseach, Jack Lynch, nominated Michael D. Higgins to be a senator. Higgins was a member of the Labour Party at the time, and he served as a senator from 1973 to 1977.
