Nikolai Ryzhkov was the Chairman of the Council of Ministers of the Soviet Union from 1985 to 1990. He was a close ally of Mikhail Gorbachev and helped to implement his reforms. However, he was also a conservative and opposed some of Gorbachev's more radical policies. After the fall of the Soviet Union, Ryzhkov served as a member of the Supreme Soviet of Russia from 1990 to 1993.
