The Afghan President Nur Mohammad Taraki couldn't persuade the Soviet Union to intervene to help him restore civil order because he had failed to gain the support of the population. Taraki had alienated the population by purging the military and other government institutions of people who were not loyal to him, and he had also implemented unpopular policies, such as collectivizing agriculture.
