Paul Leroy was born in Paris, France. He was a journalist and a politician who served as Minister of Education from 1881 to 1882. He was also a member of the French National Assembly from 1881 to 1885. Leroy was a strong supporter of the French Third Republic and he was instrumental in the passage of the 1882 law that established free and compulsory primary education in France.
