Philip Noel-Baker was a British politician, athlete and author. He served as Secretary of State for Commonwealth Relations from 1947 to 1950 and as Minister of Fuel and Power from 1950 to 1951. He was also a Member of Parliament for Derby North from 1929 to 1958. Noel-Baker was never a head of state, as he never held the office of Prime Minister or President.
