Minister of Housing and Spatial Planning was the position declined by Ruud Lubbers in 1977. At the time, Lubbers was a member of the Christian Democratic Appeal party and had previously served as an Alderman in Rotterdam. He declined the position in order to focus on his work as a member of the Dutch parliament.
