Baxter managed Sporting CP in 1992. He was appointed as the club's manager in January of that year, replacing Artur Jorge. Baxter led Sporting CP to a second-place finish in the Primeira Liga, behind Porto. He also guided the club to the semi-finals of the Taça de Portugal. Baxter left Sporting CP at the end of the 1991–92 season, after just one year in charge.
