Bill Foster, a physicist and former businessman, succeeded Judy Biggert as the U.S. Representative for Illinois's 13th congressional district. Foster, a Democrat, defeated Biggert, a Republican, in the 2012 election. He served one term in Congress before being defeated by Randy Hultgren in the 2014 midterm elections. Foster was re-elected to the House of Representatives in 2018, defeating incumbent Republican Randy Hultgren.
