Yes, in addition to his military career, Justinian also held a distinguished political career. He was appointed consul of Constantinople, the most prestigious position in the Byzantine Empire, in 521 and 522. His political career culminated when he became the sole ruler of the empire in 527, after the death of his uncle Justin I, whom he had served as co-emperor since 527.
