Howard started his career with the North Jersey Imperials, an amateur club based in East Orange, New Jersey. The Imperials were a founding member of the National Professional Soccer League in 1981, and Howard played for the team during its first two seasons. He scored 14 goals in 25 games for the Imperials, and was named to the league's All-Rookie Team in 1982.
