In 1801, Toussaint Louverture promulgated an autonomous constitution for the colony of Saint-Domingue. The constitution established a bicameral legislature, with a Senate elected by the people and a Chamber of Representatives elected by the provincial assemblies. It also granted Louverture the title of Governor-General for life. The constitution was not recognized by the French government, and in 1802, Napoleon Bonaparte sent an expedition to Saint-Domingue to restore French rule.
