Joseph Cao was born on March 13, 1967. He is a Vietnamese-American politician who served as a Republican U.S. Representative for Louisiana's 2nd congressional district from 2009 to 2011. Cao is the first Vietnamese-American to be elected to Congress. He is a graduate of the United States Military Academy at West Point and served in the U.S. Army for eight years.
