Tsar Paul I pardoned Kościuszko in 1796 as a gesture of reconciliation after the Polish Kościuszko Uprising of 1794. Kościuszko, a Polish military leader and national hero, had been captured and imprisoned by the Russians. Paul I's pardon allowed Kościuszko to return to Poland, where he continued to advocate for Polish independence.
