Schellenberg was appointed chief of foreign intelligence on 1 April 1944. Abwehr, the Reich's military intelligence service, had been abolished and its personnel incorporated into Schellenberg's new Reich Security Main Office (RSHA). Schellenberg was also made a member of the SS Reich Leadership Council, which was the highest decision-making body of the SS.
