King Leopold III of Belgium surrendered his country to the Germans in May 1940, against the advice of his Prime Minister, Hubert Pierlot. Pierlot and the government went into exile, and later formed the Free Belgian Forces. Leopold's decision to surrender was controversial, and was seen by many as a betrayal of the Belgian people.
