Nikolai Ryzhkov was born in Toretsk, Ukraine on October 26, 1929. He was a Soviet politician and economist who served as Prime Minister of the Soviet Union from 1985 to 1991. He is considered to be one of the architects of perestroika, the economic reforms introduced by Mikhail Gorbachev.
