Answer
Under the leadership of Prince Louis Rwagasore, the Tutsis were usually given important positions in the Union for National Progress of Burundi (UPRONA). This was because Rwagasore was a Tutsi himself, and he believed that the Tutsis were the most capable of leading Burundi. However, after Rwagasore's assassination in 1961, the Hutus gained control of UPRONA and began to discriminate against the Tutsis.
