After the failure to predict the invasion of the Soviet Union, Petre "Zidaru" Gheorghe and Teohari Georgescu openly challenged Foriș's legitimacy as leader of the party. In particular, Gheorghe accused Foriș of being too weak to oppose Stalin and too willing to accommodate the Soviet Union. Foriș was forced to resign from his position in 1941 and was replaced by Gheorghiu-Dej.
