The answer is no. During Oscar I's reign, Swedish was not made the official language of Norway. In 1814, after the separation from Denmark, Norwegian was declared the official language, and the language struggle between Riksmål (based on Danish) and Landsmål (based on rural Norwegian dialects) emerged. In 1929, the two forms were merged into one, creating today's Norwegian language, Bokmål.
